IT happens only in Ulhasnagar. The officials of District Social Welfare Department, a state government body is running from pillar to post to register an FIR against former BJP MLA Sheetaldas Harchandani and others involved in a scam but the Central police in Ulhasnagar have refused to register their complaint. Now officials are planning to register complaint to Home Minister R R Patil against Central Police Station.

The officials of District Social Welfare Department (DSWD), Thane has authorized (copy available with ABI) their officer Rohini More to register FIR. Although More is a woman but two times she visited Ulhasnagar from Thane with related documents to register FIR but officials clearly refused to do so.

“This is true that Central Police Station officials refused to register complaint,” said More.

According to complaint, Sheetaldas Harchandani, a former city MLA from Bhartiya Janata Party (BJP) runs a trust in the name Sai Baba Educational Trust (SBET) in Ulhasnagar. The DSWD, Thane found a scam in trust. So they are trying to register an FIR against Harchandani, Bachcho Roopchandani, Dr Manohar Makhija and Gauri Shewale, where Harchandani is the Chariman, Roopchandani is the Deputy-Chairman, Makhija is the Secretary and Shewale is the Principal of the trust.

The SBET is a school for mentally challenged children. A well-known social worker Uddhav Mirani has donated two flats to the trust in year- 1986-1987 during opening of the trust. Mirani is also the Vice Chairman of the trust. In year-2008 Mirani was shocked to hear that Harchandani had sold out the two flats without his consent and also forged his signature. Mirani shared this incident to his close aide Dr Jaidev Kalyani who also runs an NGO and works for social activities in city.

Mirani and Dr Kalyani decided to teach a lesson to Harchandani, Roopchandani, Makhija and Shewale. Dr Kalyani demanded information through Right to Information (RTI) Act. Kalyani and Mirani were more shocked again when they unearthed another scam in trust.

There is a rule that trust (mentally challenged) should be run in a legal structure. The Public Works Department (PWD) official visits the spot. If they find that structure is legal they issue a certificate, on that basis DSWD gives rent to the trust. The Navjeevan tower, Ulhasnagar-3 where from SBET is being run is illegal. So PWD officials cannot issue the rent certificate. So Harchandani and Company allegedly submitted forged certificate and took rent from the DSWD.

“Not enough the accused has not deposited said amount in trust’s account,” said Dr Kalyani.

Dr Kalyani had submitted first RTI application in 2010. After three to four years PWD and DSWD departments provided documents to them. As per documents (copy available with ABI) PWD has never issued rent certificate to Sai Baba Educational Trust and also there is forged signature of deputy divisional engineer on the rent certificate.

“As per the documents the officials have clearly stated that SBET has submitted forged rent certificate and cheated to state government,” said Dr Kalyani.

“In the period of five years (since 2006-2007 to 2010 -2011) the SBET has taken Rs 4, 52,500 (Rs 9, 0500 per month) from the DSWD. This amount should be taken back,” said an officer from DSWD.

The DSWD officials have also recommended that an FIR should be register against accused.

“I am shocked that if Central Police Station is ignoring government officials, then what would be with common man,” said Dr Kalyani.

“Currently I am on leave. Send someone in police station. The station incharge will register FIR,” said Shivajirao Pofale, Senior Inspector, Central Police Station.

“I am out of town. I will be back tomorrow. I am former MLA. I am also chairman of Navjeevan Bank. Come tomorrow in my bank. I will talk in detail,” said Sheetaldas Harchandani, main accused.

Bachcho Roopchandani was not available for comment. He has not responded our calls.
