IT is interesting to note the bureaucrat – land mafia nexus. Kalyan Talathi, Tehsildar, Nayab Tehsiladar, Collector, Prant Adhikari and Mandal Adhikari have shown extreme kindness on Ulhasnagar based land mafia Prakash Revachand Budhrani. All of them have avoided actions on Budhrani, gave a very improbable excuse.
Prakash Budhrani and his wife Nisha Budhrani have encroached on around 200 acres tribal land at Mauje-Kamba, Taluka – Kalyan (West), District – Thane by forging the documents. Among them 50,000 sq fit land (Survey No- 41/1) is at Kamba village, Kalyan. Budhrani constructed in 2007 a godown on the land. The land is reserved for crematorium and Budhrani has no permission from Panchayat and Collector.
Vishal Gupta, president of Parhit Charitable Society had complained against Budhrani’s illegal construction and digging to several authorities as Budhrani has committed theft and caused loss to the government royalty. Acting on Gupta’s complaint Tehsildar fined Budhrani Rs 53, 375 and closed the file. Gupta was not satisfied. He again complained. Tehsildar again fined Rs 1, 67,800. Gupta is expert in land mine business. He was demanding fine of around Rs 4 to 5 crore. He again complained and Tehsildar fined Rs 22,9, 200. Gupta was not satisfied this time too. He approached Prant Adhikari Madhav Patil. Budhrani also approached Madhav Patil. Prant Adhikari was also kind on Budharni. He fined Rs 28, 69, 690 and closed the matter. Budhrani was not ready to pay the fine. When department threatened to confiscate the land he paid the fine.
Budhrani has encroached on another 1.5 lakh sq feet land at survey no- 112/2 and 112/1E at Kalyan, 2km away from survey number 47/1. Budhrani is running wire and mineral water factories on this land. He has also not obtained any permission from Gram Panchayat and Collector. Vishal Gupta complained to Prant Adhikari for recovering the government royalty amounting Rs 10 crore. This time Prant Adhikari forwarded to Tehsildar, Tehsildar forwarded to Mandal Adhikari, Mandal Adhiakri forwarded to Talathi for action.
Shockingly, Talathi gave details and definition of illegal construction (copy available with ABI) but refused to fine giving a ridiculous excuse that since structure was constructed five years back, he cannot decide amount of fine. Now, it is not possible to guess how much soil had been excavated (dug). Talathi sent back file to Tehsildar.

One more noteworthy point is that to avoid direct actions on him, Budhrani sold out land to Yogesh Deshmukh and Yogesh Deshmukh further sold the land to Lal Tanwani, Naresh Bhatia and Gunwant Bhangale.
“I will register FIR against culprits Budhrani, as well as Prant Adhikari, Tehsildar, Mandal Adhikari and Talathi for causing loss to government revenue,” said Gupta.
