SEEPZ’s Development commissioner DEVELOPING government bungalow illegally, IT advisor complaints to PMO, CBI, CVC and CAG

AN I-T advisor Binod Agarwal at Santa Cruz Exclusive Export Processing Zone (SEEPZ), Special Economic Zone (SEZ), Andheri, Mumbai has complained to Prime Minister’s Office (PMO) against Development Commissioner (DC) Baldev Singh for renovating Government bungalow alloted to him in an illegal manner. Although there was no need to renovate the bungalow, Baldev Sigh allegedly is spending Rs 1 crore unnecessarily just to live and maintain a lavish lifestyle.

On November 30, 2017 Binod Agarwal also complained to CBI, CVC and CAG against Baldev Singh. According to complaint (copy with ABI) Baldev Singh has been allotted a Government bungalow inside SEEPZ premises. Although it has five star facilities, Baldev Singh still ordered to renovate it. For this he has not followed any rules. He not taken any permission/approval from higher authorities, nor has he demanded any quotations.This was even not mentioned in any official files. Work was started last month and is now almost complete. He changed the layout and design of the Government Bunglow that was alloted to him.

On September 29, 2017 Deepak Kulkarni (MD COSPRO Pvt Ltd) insepcted and sent a mail to DDC Mahesh Yadav  [email protected] and chief engineer NFCD Vishwajit Naik [email protected]  stating it was proposed to renovate the existing DC bungalow (D2) by raising one additional floor over the existing floor in the absence of structural drawing. Structural consultant was hired for designing and checking the feasibility and strength of the existing structure. The bungalow is load bearing structure and there are no specific footings columns and beams provided. As a result raising an additional floor with a roof slab may not be possible. But Baldev Singh changed its layout and design.

“Yes I have complained against Baldev Singh for renovating government bungalow illegally,” said Binod Agarwal. Since joining on July 25, 2017 first Baldev Singh ordered new iPAD for him although previous DC had bought new one worth one lakh.

Baldev Harpal Singh, IAS officer Maharashtra 1989 batch, who is presently posted Development Commissioner (JS Level), SantaCruz Exclusive Export Processsing Zone (SEEPZ) , SEZ, Mumbai, Government of Maharashtra. Earlier he was as Principal Secretary, Labour, Industries, Energy & Labour Department, Mantralaya, Mumbai. Around 10 years back he was joint development commissioner in SEEPZ. During his this period corruption was on high and CBI had raided his office. But he succeeded to manage to all.
