AKELA Bureau of Investigation (ABI) is in possession of an audio conversation between two persons that claim how corrupt Navi Mumbai police really is. It also shows that how a Senior Inspector is much more powerful than the seniors and that police do not settle for less bribe amount because the money has to be distributed to the superiors, including to Assistant Commissioner of Polic (ACP), Deputy Commissioner of Police (DCP) as well as Commissioner of Police (CP).
On May 12, 2018, Senior Inspector Sandeepan Shinde of Crime Branch Unit – 1 in Navi Mumbai raided room no 1918 of Four Points Hotel at Vashi and arrested six people for betting on the IPL Match between Delhi Daredevils (DD) and Royal Challengers Bangalore (RCB). The accused were identified as Abhijeet Malhari Kolekar, aged 33, Dharmseh Pravin Gala, 35, Rakesh Arun Kondre, 38, Krishna Ganpat Sagat, 32, Ganesh Sambhaji Mane, 34 and Kishor Jagdish Rihal, 36. The Police has also seized 3 Laptops, 27 Mobile Phones with SIM Cards, two vehicles, a voice recorder and 1.02 Lakh in Cash. The total value of seized goods amounted to Rs. 39.29 Lakhs.
A person called Vishal, is a family friend of the accused. As he heard about the arrest of his friend, he rushed to the crime branch unit-1 and Vashi police station to help. A police officer at the unit-1 gave Vishal the mobile number (9920916567) of one Dipesh. Police officer told Vishal that Dipesh was the main informer in this matter. Police officer also informed Dipesh that Vishal had approached the police on behalf of the accused.
Senior inspector is equal to DCP and CP
Dipesh has claimed that a police officer provided him with Vishal’s mobile number to ‘settle’ the matter. Dipesh said that the police officer had called him in the morning to become a witness (panch). In a very long conversation, Dipesh said ‘Isme Shirish Pawar main hai. Woh Anti Extortion Cell (AEC) ka Sr. PI hai. Woh abhi chhutti par hai, isliye Shinde ko kaam mila. Woh (Shirish Pawar) intna bada aadmi hai, equal to DCP and CP’. Dipesh further said ‘Ek-Do Peti Me Muh Kala nahi karne ka. Iss raid me teen team thi. Anti Narcotics Cell ke Bazare Sahab bhi they. Money ACP, DCP, CP tak jata hai. Agar 10 tak hota hai toh karo nahi toh sadne do. 10 ki demand hai, bargaining me 5-7 tak ummeed rakhte hain’. Dipesh said that he has the recording of the police officer.
Main Gujarati Hoon, Jua Khelta Hoon
Dipesh is a resident of Koparkhairane, Navi Mumbai. Earlier he was residing at Ghatkopar. Dipesh claims that he belongs to the Gujarati community and gambles. ‘Mera Share Bazaar ka kaam hai’. He also claims ‘Police ko kuchh nahi aata ki Jua kya hota hai’. Police calls him and asks about gambling dens and acts. If he did this type of WORK, he also expects two paise in return. Dipesh claims that he is so powerful that no police officer can cross him. He can do anything. Dipesh also suggested that at present, ‘5-25 hazaar staff ko de do, to woh accused ko pareshan nahi karenge’. They will allow home made food to them. If Vishal is ready to pay the agreed bribe amount (5-7 lakhs), he will give a signal to police officer that ‘Aam Paka hai’.
Vishal is ready to pay 1-1.5 lakh only. But Dipesh says that according to the siezed instruments, accused were earning around Rs 3 lakhs per match. They can easily pay huge bribe.
Sources said that during the raid, police demanded Rs 15 Lakh from the accused to book them under poor sections. Accused failed to pay Rs 15 lakhs and subsequently they were booked under sections 420 (Cheating), 465 (Forgery), 468 (Forgery for purpose of Cheating), 471 (Using Forged as Genuine) and 34 (Common Intention) of ths IPC, along with sections 4(A) and 5 of the Gambling Act and Section 25 (c) of the Indian Telegraph Act.
They are under police custody till May 17.
