THE controversies surrounding Maharashtra Education Department are not likely to die soon. In a fresh one, it has come to fore that an Officer on Special Duty (OSD) to Education Minister Vinod Tawde Kavita Navande-Nimbalkar has obtained the prestigious Jijamata Award for valuable contribution in the field of sports in a fraudulent way. According to the documents available with ABI (Akela Bureau of Investigation) Navande-Nimbalkar allegedly cheated on the state government and violated several rules and regulations to clinch the award.

This happened in the regime of Congress-NCP government when she was conferred upon the award in 2009-10 when she was posted in Ratnagiri. At present, she is also serving as an Assistant Director in the Directorate of Sports and Youth Welfare Headquarters in Pune.

Shockingly, Navande-Nimbalkar was conferred upon the award in a retrospective way on the basis on a Government Resolution (GR) issued in 2012. Not only this, a cheating FIR (Cr. 695/2009, sections 420, 34 of IPC) was registered against her and one Sagar Kulkarni at Satara city police station on complaint of a Karate trainer Anil Nikalje on November 18, 2009.

According to the FIR, Woman and Child Development Department, District Council, Satara had organized Taekwondo, Judo and Karate training for the college students between February 1 to March 31, 2009. For that government had issued Rs 10 lakh salary (compensation) for the coaches/trainers. At that time, Navande-Nimbalkar was posted as sports coach at district sports office, Satara. In spite of being a government official Navande-Nimbalkar fraudulently filled the tender through Swayamsiddha Association, Pune she was president with and withdrew Rs 10 lakh. When the matter was reported in local media the District Sports Officer (DSO) initiated inquiry against her. She was found guilty and an entry in red ink was ordered in her service book.

In 2013, Navande-Nimbalkar was posted at Sports Headquarters in Pune. She applied for character certificate. On April 16, 2016 Superintendent of Police (SP), Satara sent secret report to Joint Director, Sports and Youth Services, Maharashtra State, Pune stating that there is cheating FIR had been registered against her and the matter was in the court. However, the department ignored the secret report.

Five women- Nirmala Chaudhary (Nashik), Madhu Bhandarkar (Mumbai), Kavita Navande (Pune), Simrat Gaikwad (Mumbai) and Kalpana Tapikar (Pune) had applied for Jijamata Award for 2009-2010. Shockingly, all of them were declared disqualified. Navande-Nimbalkar got zero marks by the valuation committee but she managed to get the award. She got trophy, blazer, suit and Rs 1 lakh cash in 2013.

POINTS TO BE NOTED 
1- Inquiry committee had ordered Red Ink mark in her service book.
2- The government used GR of 2012 for 2009-2010 award.
3- Cheating FIR was registered against her.
4- Bombay High Court quashed the FIR only in 2016 much after she received the award in 2013.
5- She was declared disqualified for the award. She got zero marks.
6- No clean chit in character certificate.
