A Police Sub Inspector (PSI) has been found guilty of tearing off the original non cognizable complaint (NC) from police register to protect a goon. Not only this, his senior inspector also aked complainant to pay extortion money to a goon who reportedly works for former Member of Parliament (MP) Sanjay Dina Patil. The PSI identified as Jagannath Shinde and Senior Inspector Ajinath Satpute attached with Kanjur Marg police station in East Mumbai.
The complainant Manish Bhoja Kotian (43) is a resident of Kanjur Marg (East) and runs Labour, Security and House Keeping Contract Company by name A9 Corporation. Manish Kotian was also general secretary of Maharashtra Rajya Mathadi, Transport Ani General Kamgar Union. Currently Kotian is working for Arkade Earth Developer Pvt Ltd at Kanjur Marg.
A local goon Babu Malappa Manchekar alias Mama who reportedly works for NCP leader and former MP Sanjay Dina Patil went on April 10, 2017 to Arcade Earth Developer’s work site. Manchekar forced project head Girish Kolahatkar to have a chat with Govind Jagannathan a personal assistant (PA) of Sanjay Dina Patil. Govind Jagannathan threatened Girish Kolahatkar to cancel Manish Kotain’s contract and award it to Mama Manchekar.
On April 15, 2017 Mama Manchekar again went at company’s site and threatened project engineer Dayanand Pandit Kamble and labours. Same day Manish Kotain met Mama Manchekar and asked why he was terrorising them. Manchekar replied that he wanted 50 percent from the money he earned or Rs 1,000 per vehicle as protection money.
“Jab maine Manchekar se poochha ki wo site pe jakar goondagardi kyon kar raha hai to usne kaha ki use har gaadi pe 1000 rupaye hafta ya 50 percent kaam me se chahiye, nahin to kaam nahin karne dega,” said Kotian. Manish Kotian approached Kanjur Marg police station to register complaint against Mama Manchekar but failed as Jagannath Shinde refused stating, “tumhari complaint lene ke liye hamare paas waqt nahin hai.”
In turn on June 19, 2017 Jagannath called Manish Kotian at police station and recorded statement that on April 21, 2016 Mama Manchekar has complained against Kotian that he was working illegally in Arkade Earth Company. Kotian produced all documents claiming he is authorised contractor. Even Arkade Developer’s project engineer Dayanand Kamble also gave his statement to police that Manish Kotian is authorised contractor. Jagannath Shinde produced Kotian infront of Senior Inspector Ajinath Satpute. He also threatened Kotian to give 50 percent work to Mama Manchekar. Kotian asked Satpute to give him in writing to giving 50 percent job work to Manchekar. Satpute abused and asked Manish to get out from his cabin.
On April 24, 2017 Manish Kotian complained against Mama Manchekar. Jagannath Shinde was appointed investigation officer. After one week Shinde called Kotian to register his statement. When Kotian complained about Manchekar, Shinde refused to record his statement stating he had no time. On May 27, 2017 Kotian filed RTI application to know what action had been taken on his complaint. On June 19, 2017 Jagannath Shinde called Kotian in police station and recorded his statement. Kotian alleged Shinde did not record his statement properly and erased portion about complaints against Manchekar, Shinde and Satpute.
On July 9, 2017 Jagannath Shinde called Manish Kotian in police station and took signature on NC already registered against Manchekar. Kotian was complainant. While Kotian was signing on NC he saw carbon copy below the NC. Smelling something fishy Kotian turned NC and saw a NC was already registered against him in which Manchekar was complainant. Shinde was taking Kotian’s signature by trick using carbon copy. When Kotian tried to read NC and asked what was that, Shinde snatched register, tore off the NC and threw it.
“Jab maine Shinde se poochha ki ye kaisi NC hai to unhone register chheena aur faad ke fenk diya, bole kuchh bhi nahin tha,” said Kotian. Last week, Kotian met Zonal deputy commissioner of police (DCP) Sachin Patil. Shockingly Shinde accepted in front of DCP and divisional ACP that he tore off the NC.
