Sr Inspector called “Randi-Saali”, Constable molested to a molestation victim

EVERYTHING is possible, if a man like Vijay Kamble is the police commissioner. Anil Eknath Taware, a constable molested and Senior Inspector J. S. Kakade called “Randi-Saali” to a molestation victim. These police officers are behaving this on the directions of Manoj Tukaram Shinde, a local corporator belonging to the Congress Party.

Kakade and Taware is attached to Shree Nagar police station in Thane City.

The victim, Maya Yadav (name changed to protect identity), made several complaints (copy available with ABI) to higher authorities against J S Kakade, Anil Taware, Manoj Shinde, Vinay Vichare, Chandu Gawade, Bhola Yadav and Rahul Yadav.

The complaints state; Maya (25) is a resident of A-1, Krishna Kunj Bungalow, Plot no. 5, Sector -7, Shree Nagar, Wagale Estate, Thane (West). The property (flat and shop) belong to the girl’s father, who purchased it in 1983. In 2007 her father passed away, after the father’s death, her uncle Ram Abhilash Yadav, threw her mother out of the house claiming his supremacy over the entire property. He has also forged some documents in relation to the property. Initially, Maya was residing in Jaunpur, Uttar Pradesh but came to Mumbai when she heard of these incidents and settled in the Thane flat.

On May 30, 2014, at around 12 in the midnight, her uncle entered the her flat forcibly along with Vinay Vichare and Chandu Gawde. The duo introduced themselves to be goons of Manoj Shinde (local corporator), and threatened her saying that Manoj Dada supplies flat, food, wine, money and women to the Senior Inspectors of Shree Nagar police station, so no point of filing a complaint in the police against us and Yadav. They also asked her to vacate the flat and hand over the keys to Ram Yadav. When Maya refused to submit to their terms, they abused her, badly bashed and attempted rape on her. They pushed her out of the flat and locked it.

Maya rushed to the police station in a bad condition with her clothes torn. She was stunned to see Ram Abhilash Yadav, Vinay Vichare, Chandu Gawde and Manoj Shinde already present in the police station. When Manoj Shinde noticed Maya, He ordered Kakade (Senior Inspector), saying “Show the real face of police to this ‘Randi’ (Prostitute)”. On Shinde’s directions Kakade told that he had taught lessons to many such ‘Randis’ and will teach Maya also a lesson. Maya requested Kakade to register her complaint, but he refused to pay heed to her pleadings.

Maya alleged, that Kakade said, “Jab tak main police station ka senior hu, tab tak tujh jaisi randi ki complaint nahi likhi jayegi. Jhooth bolti hai randi – saali. Tu kitna bhi upar jaa, ghum phir ke mere paas hi aayegi”. Kakade asked Shinde to take her out of the police station and teach her a lesson and Shinde followed Kakade.

“Manoj Shinde threatened me, if I dared to lodge a complaint, my family will be destroyed”, said Maya.

Her uncle Ram Abhilash Yadav, informed her that he had paid Rs. 12 lakhs to Kakade and Taware, to take no action against him. Maya had no choice left so, she called on police helpline 100 and 103. On orders of the helpline late night police registered an FIR (copy available with ABI) under sections, 354, 427, 323, 504, and 506 of IPC against Ram Abhilash Yadav only.

The surprising bit of the matter is that the police has registered a cross FIR against Maya stating that she attacked on Ram Abhilash Yadav with a knife and arrested her in the matter. On the second day she was produced in the court and was granted a bail of Rs. 12,000.

On June 19, 2014, at around 7:30 pm, Anil Taware (Sepoy) under the influence of alcohol molested her holding her hands on the road. Maya cried for help, so the people around rushed for help and Taware ran away from the scene. Since then he called her 19 times.

Maya said, “Taware kahta hai ki Manoj dada se panga mat lo. Usne flat khali karwane ki supari li hai, wo bahut powerful hai. Wo kuch bhi kar sakta hai. Wo hi pura police station chalata hai”.

At last Maya met to Joint Commissioner of Police V. V. Laxminarayan, complaining against J S Kakade, Anil Taware, Manoj Shinde, Ram Abhilash Yadav, Vinay Vichare and Chandu Gawade. One of the honest officers of Maharashtra police, Laxminarayan initiated inquiry in the matter. On June 30, 2014, a fresh FIR (copy available with ABI) was registered under sections 341, 354, 506 (2), 402 and 34 of IPC against Vijay Vichare and Chandu Gawade. This time also police refused to mention name of Shinde, Kakade and Taware.

Maya was not satisfied with way the investigating officer, Sangita Bhangade was going ahead with the case. Sangita did not take her statement properly. When Maya protested Sangita said, “Laxminarayan ka Nana bhi statement change nahin karwa sakta. Jakar apne mama (Laxminarayan) ko bol de.” On Tuesday, Maya demanded copy of her statements. Sangita refused saying “Mujhe bahut kaam hai. Sirf tere kaam ke liye hum yahan nahin baithe hain. Koi document nahin milega. Hum court me bhej denge wahin se jakar le lena.”

Officials Speak:

“Earlier Maya had approached me. I heard her story and started helping her, but later realized that she was wrong. She is not a good girl. Her uncle is good man. I suggested her to go in court as her matter was civil in nature. I never called her Randi. Her allegation is false. She is making false allegation on Manoj Shinde also,” said Kakade.

“We have registered cross FIRs into the matter. I am the investigation officer in both the FIRs. One accused is absconding. I had called Maya to inquire about absconding accused. A chapter proceeding is also in process on her. She escaped from police station. We are searching her. I did not call her 19 times,” said Taware.

“Both the parties (Maya and Ram Abhilash Yadav) had approached me but I refused to help them as matter was civil in nature. I asked them to go and settle the dispute. I am aware about police complaint but not have details. Vijay Vichare and Chandu Gawade are our boys belonging to a Mandal,” said Shinde.
