PROJECT CLEAN Chairman Surender Singh Hooda has demanded a CBI – investigation in U.P. Combined Medical Entrance Test for MBBS known as UPCMET 2015 U.P which was conducted by U.P. Unaided Medical Collages Welfare Association.

Hooda met Dr. (Mrs.) Reena Nayyar, Secretary I/C Medical Council of India at New Delhi recently to apprise her of the facts with regard to conduct of the Combined Medical Entrance Test. During the meeting Hooda submitted a representation to her. He explained her facts regarding violation and Corruption in U.P. Combined Medical Entrance Test For MBBS – conducted by U.P. Unaided Medical Collages Welfare Association including a specific case of Corruption in MBBS admission process in K D Medical Collage Hospital & Research Center Mathura (Uttar Pradesh).

He informed the MCI Secretary that on September 28, 2015 vide order no.U-12012/877/2015-ME.I Ministry of Health and Family Welfare, Government of India, as per the directions of Hon’ble Supreme Court of India, gave permission to Rajeev Memorial Academic Welfare Society- Mathura to Establish a new medical collage at Mathura under name and style of K D Medical Collage Hospital and Research Center Mathura with an annual intake of 150 MBBS Students for the academic year 2015-2016. The last date for conducting the admission in the institute was September 30. 2015.

In his representation Hooda submitted that when team members of Project Clean visited the premises of K D Medical College, Mathura under their project clean to fight against corruption, they were aghast to see a `fish market’ atmosphere there instead of an educational temple of medical sciences. He added that within a few hours of their investigation cum sting, they managed to talk to the Vice Chairman Pankaj Agarwal of K.D.Medical Collage, who agreed to meet him an office of K D MEDICAL COLLAGE, Mathura for fixing up a First year MBBS seat for the academic year 2015-2016.

On the basis of their investigation, It was quite clear that the medical entance system had been corrupted by the black money players of the management of K D Medical Collage Hospital and Research Center Mathura.

Hooda added that nothing had changed even when he had reported his investigation cum sting on 5 October 2015 to the highest authorities of Ministry of Health and Family Welfare, Government of India including to J.P.Nadda Union Minister of Health and Family Welfare-Government of India and his senior officials including Joint Secretary (ME) Ali R. Rizvi. He further added that he had informed about their investigation to the Medical Council of India, including its president, vice president and majority members of Medical Council of India regarding this serious matter through emails.

He demanded that a strong action was necessary to cancel permission granted to K D Medical Collage Hospital and Research Center Mathura for the academic year 2015-2016 because they had grossly violated the admission process.

He claimed that their PROJECT CLEAN was formed for the welfare of the nation and it could be used for a land mark investigation for improving Admission Process in Medical Institutions especially among the private medical institutions of India. He added that health sector was the most sensitive sector as it deals with the human lives. It was absolutely necessary to take all care and precaution for the admission process in medical education.

Hooda concluded by submitting that he had done his part and now authorities like Ministry Health and Family Welfare-Government of India, Medical Council of India, CBI, Enforcement Directorate, Income Tax must take a serious note of information given by the under named.

It was further submitted that an appropriate and transparent action be taken by way of appropriate CBI investigation in admission process adopted by K D Medical College – Mathura. Also CBI Investigation was required on Violation /Corruption in U.P. Combined Medical Entrance Test (For MBBS) – UPCMET 2015 U.P conducted by U.P. Unaided Medical Collages Welfare Association because this test was the base for getting MBBS admissions for 2015-16 in private unaided medical collages in UP.
